The Panther Group is seeking a full time, experienced Contracts Administrator for our client in the Fort Belvoir, VA Region
The Role
- Processes prime contracts, task orders and modifications, and issue appropriate subcontract agreements and PO’s in accordance with the prime contract and proposals.
- Ensures compliance with contractual terms and conditions, flow down requirements, and that contracts are in accordance with legal requirements, customer specifications, and government regulations
- Manages contract and subcontract closeouts, prepare closeout documentation, and coordinate the submission of final closeout vouchers
- Manages subcontractor proposal activities, including issuing RFQ’s, obtaining pricing, conducting price analysis, conduct negotiations, review of technical proposals as applicable, and ensure full compliance with company and DCMA CPSR requirements/policies/ procedures.
- Manages daily contract administration, and customer interactions to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
- Negotiates terms and conditions for contractual agreements, including subcontract agreements, consulting service agreements, NDA’s, teaming agreements and other customer agreements to be consistent with the company’s protocols and best practices.
- Assists in the preparation and maintenance of various reports and tracking mechanisms for both internal and external distribution. Specifically, Contractor Manpower Reporting, FFATA and others as assigned.
- Operates effectively in a team environment collaborating and coordinating within Contracts and across the organization.
- Negotiates full range of subcontract types and participate in the selection of subcontractors.
- Reads and interprets solicitations, contracts and modifications. Responsible for the input of contract awards, modifications, subcontract agreements, PO’s and modifications into the company financial system.
- Assists in the preparation of cost/pricing proposals and business proposals in response to RFPs.
- Reviews proposals prior to submission to ensure contractual and technical compliance.
To Qualify for this position
- BA/BS degree from an accredited college/university
- 5 or more years’ experience directly overseeing Federal government prime contracts and subcontracts
- Knowledge of federal government relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFARS, Service Contract Act (SCA), CPSR and other agency regulations required.
- Proven ability to adapt and manage effectively in a fast-paced challenging environment and manage multiple, and oftentimes competing priorities
- Demonstrated ability to create and maintain strong business relationships
- Strong working experience and knowledge of CPSR and all CPSR requirements is required for this position.
- Working experience and knowledge of JAMIS.
- Ability to work independently as well as with a team and with minimum supervision under a system of discipline and accountability.
