The Broward County Board of County Commissioners is seeking qualified candidates for Digital Design Developer.

General Description

Broward County Office of Public Communications is a fast-paced, creative environment that develops public and employee print, digital and multi-media communications to promote awareness of County programs and services. Position performs advanced technical work developing and designing digital communications for County agencies across the enterprise.

* Work requires intermediate or advance experience with frontend website development technologies including CSS3, HTML5, REACT, JQuery, JavaScript, REST API's, and JSON creative design skills, and knowledge of digital development environments.

* Must be current on new and emerging technologies to help design and maintain the County's responsive internet and intranet web sites, including development of interactive widgets and web components, web-based animations, digital forms and enewsletters.

* Position provides guidance and technical support to agencies across the enterprise on best practices for Web design, including adherence to the County's branding standards and Americans with Disabilities (ADA) requirements).

Position may act as a lead worker supervising other professional or technical staff. Work may require extended shifts in a stressful environment during activations of the Broward County Emergency Operations Center.

Minimum Education and Experience Requirements
Requires a two (2) year degree from an accredited trade, technical or vocational school, college or university in digital design, website development, computer science or closely related field.
(Two years of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience developing and publishing digital designs and websites utilizing current technology platforms, including four (4) years of relevant project management experience.

Special Certifications and Licenses
None

Preferences

Bachelor's degree with major coursework in website development, computer science, public administration or related field.
Certifications in current frontend web development technologies (e.g., REACT, JQuery, JavaScript, JSON and/or AJAX) from an accredited institution, such as World Wide Web Consortium (W3C) or LinkedIn Learning (Lynda.com).

Microsoft Sharepoint 2013 or higher Developer Certification from an accredited institution, such as New Horizon.

Previous experience in Adobe Creative Cloud.

Previous experience with SharePoint Publishing sites, including customized master page and page layout development experience.

Previous experience in creating website wireframes and/or utilizing search engine optimization techniques and digital analytics to enhance website performance.

Previous experience writing website content and/or e-marketing, including enewsletters and social media.

Previous experience with REACT, REST API's, Sass, Git, Gulp, Node/NPM

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Develops, designs and maintains the County's responsive internet and intranet Web sites and other responsive design digital communications tools using advanced web technologies including interactive widgets and web components, web-based animations, digital forms and enewsletters.

Creates and enhances website master pages and page layouts, including Cascading Style Sheets (CSS), JavaScript files, APIs and custom web parts.

Reads, writes, reviews, tests and troubleshoots code across multiple browsers and devices for accessibility, performance, best practices and search engine optimization. Ensures code written does not compromise usability of existing sites and applications.

Collaborates with information technology staff on enterprise-wide Web solutions and large-scale information technology projects, such as Web site upgrades and conversions.

Meets with agency clients to gain understanding of their digital communications projects, business requirements and needs, and recommends best practice digital development and design solutions.

Provides technical support to agencies across the enterprise on best practices for Web design, including adherence to the County's branding standards and Americans with Disabilities (ADA) requirements.

Assures quality of County's Web site appearance and performance.

Stays current on new and emerging technology trends that impact digital design and development.

Performs related work as assigned.
