About Us

Our country's education and workforce systems are inequitable, failing to meet the needs of our country's most marginalized citizens. Historically, workforce education has led to low-wage jobs disconnected from ongoing higher education, which has created significant barriers for career advancement. At the same time, traditional higher education has increasingly become unaffordable for Americans from lower-income backgrounds while also lacking direct connection to the labor market. The consequences of these systemic failures are dire. Despite increases in national high school graduation and college enrollment rates, systemic racism and inequity mean that college persistence continues to be low, particularly for people that are Black, Indigenous, and people of color (BIPOC).

At Propel America, we believe a better system should and can exist. We believe high school graduates shouldn't have to choose between forestalling income and accruing significant debt while pursuing a traditional college degree or forestalling education and mobility for low-wage, entry-level work with few opportunities for advancement. Propel is building that better system, a ‘third way' solution that allows young adults from low-income backgrounds to access an affordable and efficient pathway to a good job that serves as a springboard to a choice-filled life.

By working backwards from the needs of established employer partners, Propel America:

  • Supports young adults (18 to 24 years old), particularly those from low-income backgrounds, to prepare for living wage jobs
  • Partners with training and higher education organizations to offer workforce credentials that allow students (or “fellows,” as we call them) to earn college credits
  • Provides wraparound coaching and professional skill development to ensure fellows have what they need to be successful in their job interview, on the first day of work, and a plan for ongoing education and career advancement.

The Opportunity

Your mission is to launch, grow and expand Propel's impact in Los Angeles by managing recruitment efforts in meeting and exceeding application and enrollment goals. In close partnership with a centralized growth strategy and recruitment team, you will develop and execute local recruitment plans to build a robust pipeline of applicants for our LA pathways, starting with the fall 2023 pilot cohort and increasing recruitment in consecutive cohorts. You will develop relationships with prospective students, lead information sessions, as well as build and maintain relationships with local schools and community-based organizations across the area. The Recruitment Manager role is mission critical to enabling Propel's vision and reach of serving 1,000 young adults by 2025. Role responsibilities include, but are not limited to the following:

Local Recruitment Strategy

  • In partnership with the growth strategy team, develop and implement a local recruitment plan to achieve ambitious organizational application and enrollment targets for each program cohort aligned with annual goals.
  • Build a robust recruitment pipeline and support applicants through the initial stages of our admissions funnel.
  • Closely analyze and track LA recruitment metrics, progress against goals and ensure applications/enrollment are on target.
  • Together with growth strategy, support the development and customization of regional marketing and recruitment material as needed.
  • Identify needs for additional educational content related to pathways available.
  • Cultivate and personally engage leads to ensure applicants are excited and understand the expectations of the Propel fellowship and complete an application.
  • Develop meaningful relationships with prospective applicants to encourage them to apply.
  • Communicate with guidance counselors & youth workers about applicant support needs.

Community Relationships and Program Awareness

  • Develop a deep understanding of our programming, pathways, and the expectations of our training and employer partners to ensure committed learners are showing up ready and aware of the admissions process and program expectations.
  • Build and support new and existing strong relationships with strategic partners including local high schools, community based-organizations and other groups that work with young adults to maximize outreach efforts.
  • Increase broader community awareness of Propel.
  • Host and execute in person and online information sessions and local engagement events for interested candidates, and partners, and present compelling information about Propel's fellowship.
  • Represent Propel at community events and career fairs.
  • Manage the development and distribution of Propel recruitment collateral to local organizations.

Org-wide Collaboration and Systems Use

  • Consistently leverage learnings to make adjustments in your recruitment approach and to inform broader program-wide innovation and/or strategy
  • Collaborate across teams to plan, execute, and improve local recruitment strategy using data to identify gaps, patterns, and opportunities, and develop solutions to achieve outcomes
  • Work closely with the growth strategy and operations teams to streamline and leverage technology to ensure fellows have a smooth application experience.
  • Develop proficiency in Salesforce to enter data, ensure data integrity, and track recruitment progress
  • Track the effectiveness of the local sourcing strategies and adjust efforts to respond to the data
  • Support and recommend tech enablement to inform and manage ongoing regional execution of recruitment effort
  • Other duties as assigned

Preferred Qualifications

  • A passion for working with young adults and a commitment to Propel's mission
  • Experience, connections, and/or deep knowledge of the local Los Angeles market
  • At least 4 years of professional experience, preferably in recruitment or partnership development
  • Effective communication skills and the ability to connect quickly and authentically with people from a variety of different backgrounds
  • Experience working with young, ethnically diverse populations
  • Experience using key data insights and CRM platforms (e.g., Salesforce)
  • Comfort with ambiguity and operating in a startup environment
  • Ability to travel regularly across the regional area
  • Ability to work flexible hours (e.g. nights and weekends) as necessary
  • Commitment to diversity, equity, and inclusion

Compensation

The salary for this position is between $65,000-$75,000 annually. Propel America offers a competitive total rewards package including coverage of 90% of health insurance premiums, unlimited PTO, and a flexible work environment.
