The Office of Family Assistance
This position is located in the Office of Family Assistance. The Office of Family Assistance (OFA) oversees cash and food assistance programs, work support programs for recipients of cash and food assistance, the state’s child care program, refugee programs, and the Ohio Commission on Fatherhood.
Major Duties and Responsibilities
Under administrative direction, plans, directs, and oversees statewide guidance (i.e., Child Care Supplemental Discretionary American Rescue Plan Act [ARPA]; Preschool Development Grant Birth Through Five [PDG B-5]) to counties and/or providers to ensure compliance with state and federal laws, rules, and, and supervises assigned staff: directly manages child care enforcement operations; directs analysis and interpretation of proposed and final federal and state regulations and policies; directs development of compliant policies, procedures, relevant state statutes, and administrative rules for child care services (e.g., publicly funded child care; child care licensing; outreach materials; child care quality); reviews and recommends changes in legislative and/or administrative rules; provides technical consultative assistance (e.g., policy and procedures; information and recommendations from committees and taskforces; content on request for proposals; program operations) to agency leadership and stakeholders (e.g., Ohio Department of Job and Family Services [ODJFS] Director and Assistant Director; Office of Family Assistance [OFA] Deputy Director and Assistant Deputy Director; Health and Human Services Program Administrators; County Department of Job and Family Services [CDJFS] Program Administrators); prepares and/or directs preparation of reports and surveys (e.g., federal Child Care and Development Fund [CCDF] reports; market rate survey; position papers; administrative rules and supporting documentation published which are used by providers and CDJFS to administer the child care program; researches publications for child care policies and statutes of other states as a basis for policy recommendations); designs and reviews statewide quality improvement implementation and operational strategies to improve services; develops budget and monitors fiscal compliance; provides technical consultative assistance to program administrators including delivery of services and legal issues; directs participation in development of user and design requirements for automated systems (i.e., Time, Attendance, and Payment; Ohio Child Licensing and Quality System; Ohio Benefits); assist with implementation of Child Care and Development Block Grant (CCDBG) requirements; acts as a liaison with the US Department of Health and Human Services (HHS).
Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).
Oversees research and preparation of responses to inquiries from recipients, their representatives, government officials, and the general public; assist the Office of Legal and Acquisition Services (OLAS) and Ohio Attorney General's Office in the resolution and/or settlement of enforcement actions, judicial appeals, or class action lawsuits; collaborates with other program area administrators (e.g., Office of Information Services [OIS]; Office of Fiscal and Monitoring Services [OFMS]; legislators; other ODJFS administrators) to ensure program coordination; directs the provision of policy clarifications and interpretations including responses to inquiries from county staff, other state agencies, and advocacy groups; serves as a liaison with child care resource and referral agencies (CCR&R) and the Ohio Child Care Resource and Referral Association (OCCRRA); reviews CCR&R reports to ensure contract deliverable compliance; draft and submit applications for grants; assist with special projects and initiatives.
Performs other related duties as assigned (e.g., conducts and attends staff meetings; travels to attend meetings, conferences, programs, and trainings throughout Ohio and/or out-of-state; speaks before various groups; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications. The ideal candidate, at minimum, must have the following:
Undergraduate core program in social or behavioral science or pre-medicine;
AND 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;
AND 6 mos. exp. in management;
AND 12 mos. exp. in supervisory principles/techniques.
Completion of graduate core program in social or behavioral science or medicine-related field;
AND 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;
AND 6 mos. exp. in management;
AND 12 mos. exp. in supervisory principles/techniques.
- Equivalent of Minimum Class Qualifications for Employment noted above.

Supplemental Information
REMOTE WORK NOTICE: This position, upon approval, may work remotely and require occasional in-person work for training, meetings and other operational needs. Successful candidates must have and maintain internet at their remote location during normal working hours. Employees will have access to shared workspaces at an ODJFS location. Employees must reside in Ohio and within a reasonable distance to their assigned work location to respond to workplace reporting requirements.
This position is overtime exempt.
Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range (step 1, currently $34.70 per hour) associated with this position.
